British prime minister John Major wants to make the British sterling the strongest European currency by establishing zero inflation. An independent Bank of England would be able to achieve low inflation with limited effect on jobs and industrial productivity.

Major needs to restore consumer confidence to generate economic recovery, but voters distrust him because of recent mistakes. The government must not resort to borrowing more money and cutting interest rates because that will increase inflation.
