Europe has changed so much since the Maastricht treaty was drawn that even if it is passed it will be totally irrelevant. Newly freed East European states clamoring for membership, a deeper-than-usual recession and German reunification point toward a rethinking of goals.

The European Monetary Union is planning to start the continent's new common currency, the euro, on Jan 1, 1999, in what will be the most ambitious currency conversion in history. Plans for doing this and possible problems are examined.
