NATO's mid-life crisis
Article Abstract:
The North Atlantic Treaty Organization (NATO) faces disagreements between the US and European military practice and the reluctance of the US Congress to fund the alliance with the Soviet threat having disappeared. NATO is likely to be influenced by practical issues. There is a need for greater clarity on the division of labor between the US and Europe. European governments should invest in the modernization of weaponry, and use information technology to use firepower in a more efficient way. Joint development of technology will strengthen NATO, as will Europe and the US buying arms from each other.

America versus Europe
Article Abstract:
There have been changes in relations between Europe and the US since the North Atlantic Treaty Organization (NATO) was set up after negotiations in 1948. Germany has gained economic and diplomatic strength, and Europe as a whole has undergone an economic recovery. The Russian navy has declined, so the Atlantic sea route is easier to defend. The US continues to have the strength to prevail in debates on strategy. There has been a show of unity in the war with Yugoslavia, but it is uncertain how long this would last if there were monting casualties.

The US has been in favor of greater European integration but the recent turmoil over the Maastricht treaty and the European Monetary System may cause the US to take another view. Clouding the issue is the US presence in NATO and Germany's growing dominance.
