The European Union's creation of a 48-hour maximum on workweeks has caused confusion and concern. Countries such as Britain appealed the ruling soon after it was enacted. Increased costs are likely as are increased need for record keeping to defend against violations.

The European Community has very little chance of becoming a 'United States of Europe': nationalism is strong, European identity is nonexistent and the collective strength shown in trade is lacking on defense and foreign policy. A European constitution is needed.
