Negotiating for sport and recreation using planning obligations

Local authorities should adopt a strategy to meet planning obligations for recreational facilities. The primary points include knowing what type of facility would meet local needs, indicating the type of service and infrastructure developers will need to incorporate in proposed developments and integrating recreational obligations into local plans. Planning obligations are vital if recreational facilities are to be included within residential and commercial developments both onsite and offsite.

Article Abstract:
A number of planning issues were discussed at the Planning and Environment Training Conference held on Jun 21 1993 in London. John Gardiner of the National Rivers Authority criticised the way water resource policies were not always included in the development plans of local authorities. Other speakers discussed how environmental design can contribute to crime, and responsibility by both political sectors and the public for poorly designed facilities.
