The use of planning agreements
Article Abstract:
The Department of the Environment commissioned research into possible misuse of planning agreements in the period 1987-1990. This followed disquiet that developers may have looked for benefits when building valuable developments. The work needed to prove that work done was consistent with agreements, the impact developments have and to make sure they accord with departmental guidelines. There was some evidence that infrastructure provision was made or funds given for community projects.

Compelling planning officers to attend court
Article Abstract:
Planning officers may get involved in private matters, such as between a builder accused of shoddy work and a householder, or planning permission issues. Local authorities are not usually keen for officers to attend court, because of fears of partiality or loss of confidentiality. If a planning officer is subpoenaed to appear, they may be a witness of fact or an expert witness, although the latter status makes it easier to decline to attend.
