Negotiation and delay in the development control process: case studies in Yorkshire and Humberside
Article Abstract:
The results of a 1989 survey of UK local authorities, supplemented by an analysis of six case studies of housebuilding development in Yorkshire and Humberside, UK, are used to examine the role of negotiation in the development control process and its effectiveness in reducing delay. Resolving conflict is regarded by local authorities as the most significant benefit of negotiation, itself considered an important part of the development control process and a major tool in reducing delay. Negotiation is deemed necessary by developers to ensure the most favourable outcome for a scheme.

Choices in the design control process: Learning from Stoke
Article Abstract:
Lessons arising from an 'Urban Design Campaign' case study at Longton West, Stoke-on-Trent are discussed in the context of whether good urban design processes were achieved, how local authorities could revise their practices, and the consequences of choices available to those planning urban design. The case study showed that the relationship between design and design control processes is not always straightforward, and it could help in a more critical review of procedures used for design control by other authorities.

Humberside; the strategic and environmental case for the county
Article Abstract:
Humberside County Council's future is being considered under government plans to reorganise local authorities. Its supporters argue that the Humber estuary needs to be under the control of one authority to be properly administered. Both sides of the estuary are susceptible to flooding and flood controls need to be addressed. Humberside has many issues to consider such as pollution, floods and environmental protection. It also has a thriving port and strong links with the EC.
