New hands on the oil weapon

The United Nations Security Council has greater control over international oil markets than the Organization of Petroleum Exporting Countries. The UN controls oil prices through embargoes. Concern for the environment and the financial dependence of OPEC countries also gives the UN more control over oil.

Article Abstract:
Environmental laws in the US are tough, but they have reduced the amounts of harmful air pollution. The Environmental Protection Agency proposed tougher regulations on small particles and ozone because of new scientific evidence, but enforcement could cost $8.5 billion annually despite saving lives.
