Article Abstract:
The regional funds of the European Union (EU) are being reorganized and some United Kingdom regions such as West Wales and the Valleys expect to gain. The EU provides some 75% of costs for projects related to economic development, and the remainder has to be contributed locally. There is a move away from roadbuilding and toward innovation, equal opportunities and other less concrete projects. Other factors such as government policies and foreign investment affect the economic performance of regions, which do not grow simply through receiving EU funds.

The Lome convention has fallen from favor among some members of the European Union (EU). The leaders of the 15 EU member nations meet five times a year with the leaders of some 70 developing nations in Africa, the Caribbean and the Pacific to discuss financial aid. The EU leaders have not been able to agree on how much aid to offer.

The European Commission has proposed that the Lome convention, the trade- and-aid relationship between Europe and the developing world due to expire in 2000, be replaced. Priorities will be identifying countries to integrate into the global economy and a basic safety net for chronically poor nations.
