Home alone: Patten's passport idea annoys Beijing, London
Article Abstract:
Hong Kong Gov Chris Patten caused a controversy through a comment suggesting that all British Dependent Territories Citizen passport holders should be given resident status in Great Britain. The British government has allows only limited residency status to prevent a large influx of emigrants while China does not appreciate the possibility of draining Hong Kong of its skilled residents. Emily Lau was recently elected in Hong Kong and has called for residency status for over half of Hong Kong citizens but Britain is unlikely to comply.

Increased choice and sophisticated telecommunications are quickly penetrating China, with lower charges one early sign of competition. Foreign carriers are also stretching the present ban on ownership or operation of telecom services, with some welcoming signs from Chinese administrators who are beginning to understand the international nature of the industry. AT&T wants to create and run a broadband network for 50 buildings in Pudong, and a Singapore company hopes to build fixed and mobile networks around Shanghai.
