Article Abstract:
European Union countries which claim that the introduction of the single European currency in Jan 1999 will prompt tax competition, with countries reducing taxes in an effort to attract inward investment, are exaggerating the problem. In practice, businesses do not readily move between countries, and there are factors other than taxes, such as social security costs, that also play a role in location decisions. Tax competition will probably only be felt at the margin, and a small amount of competition will have a more positive impact than a negative one.

Article Abstract:
Establishing a common EU tax policy is a key objective of the Brussels-based body, but the various member states have been slow to cede tax policymaking authority to the EU. The EU tried to set a common energy tax, but the proposal may fail. EU states may be willing to accept a common tax policy on investments.
