No school, no future
Article Abstract:
There is a need for better educational provision in Africa, and education can benefit society as a whole by reducing high fertility rates, promoting economic growth, and ensuring that children who are born are healthier. Children may have to walk a long way to a school that has few facilities. Interest payments on debt mean that little is available to spend on education, and the amount spent per child has dropped in the two decades to 1999. Some countries, such as Kenya, perform well despite low income levels. Some of the funds used to pay interest on debt should be redirected into education.

New York has serious eucational problems, despite spending more per pupil than the national average. School buildings need repairs, many pupils do not speak English as a first language, there are problems of poverty, and there are 1,100 schools, and one person cannot easily manage so many schools, which makes the task of school chancellor a difficult one. The chancellor is appointed by the Board of Education, in turn appointed by politicians. Math and reading test scores are below average levels for other big cities, and below the national average,

Milwaukee has an education voucher scheme which has been operating since 1990, and the scheme has spread, with opponents of vouchers voted off school boards in 1999. African American parents opposed to bussing are especially strong supporters of vouchers, as are Hispanics. There has been a drive to improve city schools, and there has been an improvement in test scores. New schools have been set up, such as a cyber school, and a charter school aimed at increasing numbersof African Americans qualified to enter medical school.
