Article Abstract:
China has introduced legal and institutional changes to boost its control over Hong Kong. However, it is clear that Hong Kong is not willing to become totally subservient to China. Pro-democracy politicians gained widespread support in legislative elections in Hong Kong in May 1998, and growing economic problems are likely to prompt rising demand for political change. If China and the Hong Kong government fail to respond, it is possible that there will be public demonstrations. The opposition is aware that it is in a minority, but hopes that the administration will not simply ignore it.

Hong Kong responded with alarm as Beijing initiated its longstanding plan to disassemble the colony's three levels of elected government. More than 130,000 residents applied for British-issued passports in the week ending March 31, 1996, making 213,546 in the year's first three months, up from about 35,000 in all of 1995. China's insistence on loyalty oaths from top civil servants stirred more concern, though not as much as would a similar requirement of the 180,000-strong civil service.

Article Abstract:
The survival of Hong Kong's support for the repressed pro-democracy movement in China remains in doubt after Hong Kong transfers to Chinese control on Jun 30, 1997. The movement in Hong Kong looks to two factors in its struggle to survive after 1997. These include its continued popularity with Hong Kong's people and its possible useful role to different factions in China struggling for power after the death of leader Deng Xiaoping.
