Governments of poor countries can help ease poverty by allowing informal and formal institutions to operate efficiently, according to a World Bank report. In many poor countries, it is costly and time-consuming to set up in business or open a bank account, and this bureaucracy hinders growth.

The World Bank's study of the economic effects of privatization of 12 formerly state-run firms in Britain, Chile, Malaysia and Mexico reveals that net gains were produced in all but one of the deals. In many cases, the employees of such firms themselves have benefited from privatization.
