The Swiss are to vote on a proposal to legalize certain drugs such as cannabis and heroin. The measure is unlikely to receive the support of more than half the electorate. Switzerland is using a heroin prescription program in 16 centers, and has achieved some success with the program in terms of stabilizing HIV infection, and improving employment levels among participants. The supporters of the proposal argue that it would end black market involvement in drugs.
