Out of work, out of hope

Unemployment is high and increasing in South Africa, and a jobs summit is scheduled for Oct 30 1998. The labor market is affected by racism, restrictive practices relating to usage of labor, and labor unions are powerful. Functional illiteracy affects some 30% of adults. Easier credit is seen as one solution, and it can help foster entrepreneurship. Local stock exchanges can also help smaller firms to raise capital, and enterprise zones with low taxes and the like are proposed by some provinces.

Italy's stubborn 12.4% unemployment rate includes a seemingly permanent structural component that may be as high as 10% itself. Problems standing in the way of real labor reform include the country's welfare system, its easy entrance of African workers, and its powerful, national wage-setting unions.
