Pandora's box: freedom of information
Article Abstract:
The British government may introduce a Freedom of Information Act (FOIA) as early as 1998 that will allow citizens to seek government information that had previously been closely guarded. The proposals for an FOIA, announced on Dec 11, 1997, include the appointment of an information commissioner with responsibility for ruling on each case presented by citizens, journalists, or organizations. It remains to be seen how well it is implemented, but there is hope that the act will improve government relations with the people by reducing secrecy.

Martin O'Malley looks set to become the new Democratic mayor of Baltimore in Nov 1999. He is backed by some senior African American leaders, and has support for proposals to tackle crime. Baltimore suffers from high murder, drug addiction and venereal disease rates, and there has been a migration to the suburbs which has left the city poor, with a large budget deficit due to erosion of its tax base. The post of mayor may not appear to be attractive in view of these problems.
