Penalties 'too low' to stop fishing pirates

Organization for Economic Co-operation and Development's (OECD) report on fish piracy states that the penalties for IUU ( illegal, unreported and unregulated) fishing should be significantly increased and harmonized between jurisdictions to control piracy in fishing.
