Pitfalls of reform

Bangladesh initiatives to reform the banking industry and control bank-loan defaulting has resulted in decreased investment activities. Consequently, small-scale business has become the most active economic sector. The setbacks which slowed down the national development plan are also compounded by mismanagement, corruption and inflated workforce characteristic of the state-owned businesses. This has overshadowed the praise Bangladesh received from countries extending financial assistance. They lauded the country's efforts to liberalize and deregulate trade.

A successful rice crop helped Bangladesh attain its goal of boosting gross domestic product (GDP) by 5% for the year ending Jun 30, 1993. A decline in the fiscal deficit from 8% to 5% of GDP is one of several indications that the country's economy has become more stable since the mid-1980s. A group of international lenders headed by the World Bank has responded to this improvement by promising $2.15 billion in assistance in 1993, $120 million more than Bangladesh asked for. However, a low rate of private investment continues to plague Bangladesh.

Bangladesh continues to face a range of economic difficulties. Fiscal balances have improved, but public spending has not been reduced. The domestic savings rate remains at between 7% and 9%, while GDP rose only slightly to 5.7% in fiscal 1996 to 1997, from 5.3% in the previous fiscal year. However, exports rose by 19% in the second half of 1997 from the year-earlier period, and could exceed the target of $5 billion for fiscal 1997 to 1998.
