Place your bets: Taiwan plans to reintroduce state lotteries

Taiwanese Prime Minister Hau Pei-tsun, in one of his last moves before reliquishing power to his successor Lien Chan, announced the reinstatement of a government-run lottery. Everyone seems to agree that legalizing gambling is better than suppressing it because the Taiwanese engage in it anyway, legal or not. Lotteries in Taiwan were mage illegal in 1988 when financial speculation almost got to a record high. To add a saving moral dimension to it, the government has proposed legislation on age of gamblers, and donating all profits to the country's social welfare programs.

Asia's newest tiger - or also-ran? Australia searches for its place in the world
Article Abstract:
Australia has in many ways shown an increasing committment to the Asian region, establishing a liberal immigration policy and forming strong ties to nearby countries. However, it remains fiercely resistant at the spirit of dynamism and competitiveness that drives the growing Asian economies. Total tax revenue as a share of GDP is far higher than in Singapore, Korea, and Taiwan, and individual income taxes are among the highest in Asia. Business leaders will shape Australia's future relations, but they must be unshackled.

Article Abstract:
The geo-political changes that occurred in the Soviet Union makes commercial relations possible between the new Russia and the Southeast Asian nations. Due to the depoliticized slant of Soviet regional orientation, traditional objections of the US, China and Japan to Soviet participation in Southeast Asian affairs have been removed. The new relationship will be characterized by trade and investment opportunities instead of political ideology.
