The Town and Country Planning Act of 1990 has now come into force. Those who wish to apply for planning permission must do so by means of a deed. This document must contain full details so that all parties can be identified, and the area concerned. It may have conditions attached if necessary, and have an unlimited time span.

The planning Acts of Parliament are broken when building or a change of use takes place on a site without obtaining the relevant permission, usually from a local authority. Any one local authority may have up to 500 breaches to investigate, the majority being settled without recourse to the law.
