Policy by fiat
Article Abstract:
Moscow and Peking have previously tried to establish better diplomatic relations but longstanding differences in the policies of both countries alwaysstood in the way. While political developments in both countries could help improve relations, these may also serve conniving policymakers who wish to assert their own intrests. China is trying to prevent the former Soviet republics from establishing ties with Taiwan while controlling any effects thatthe Soviet breakup may have on the largest surviving communist country. Russia,meanwhile, has too many internal political concerns to worry about relations with China.

Russia's China challenge
Article Abstract:
Developments in both China and Russia are shaping their mutual relations and may make them much more precarious than they now appear. Chinese emigration to Russia could make them the second-largest minority there by the mid-21st century, and instability in China would only accelerate that. Russia is also eager to expand its ties to Taiwan, which wants to invest there, but Moscow has yet to establish a framework that will not hurt relations with China. Russia must also decide whether to continue its huge weapons sales to China.

Yeltsin's China mission
Article Abstract:
Russian Pres Boris Yeltsin's China visit is aimed at improving Sino-Russian ties. Yeltsin plans to sign economic agreements and a joint communique outlining the basis of the Sino-Russian relationship, while ignoring political differences such as the issue of Taiwan. Russian sale of arms and military technology to China is the short-term solution to job retainment of thousands of Russians. In the long run, however, it could threaten Russian security and Russian relations with the US, Japan and other Asian countries.
