The United Nations (UN) is finding it harder to commit the troops they need to international peacekeeping efforts because so many nations are reducing their armed forces. The UN is trying to upgrade its own military capabilities as its peacekeeping efforts grow more demanding.

The UN will combine its peacekeeping and Field Operations divisions on Aug 15, 1993, a consolidation that is long overdue. The UN needs a command-and-control center for peacekeeping forces that inspires confidence and full and prompt payment from member countries.

The United Nations is having trouble keeping the peace in Somali. A failed attempt to capture warlord General Mohamed Farrah Aideed led to the death of about 70 Somalis and 4 foreign journalists killed in reprisal. Iraq is also refusing to cooperate with the UN.
