Polls to nowhere
Article Abstract:
Elections in Africa are now rarely true tests of the views of ordinary people. It is common for democratic procedures to be ignored, and governments often ensure that they determine the outcome of elections in advance. Opponents are not allowed to express their views, and the military control many regimes in Africa. There are indications that state power is declining in Africa, with new centres of civilian power arising outside the state. Presidents may be able to determine the outcome of elections, but they can no longer control ordinary people or the country's resources.

Most of Africa's borders were drawn up by European map-makers more than 100 years ago and often have little to do with ethnic, commercial or geographic divisions. However, few are seeking new borders. Rather, Africa's problems would benefit from more decentralization and regional control.
