Poverty and plenty
Article Abstract:
Social exclusion tends to be seen as an urban issue, but rural poverty is also a problem, as is shown by a study of Wiltshire county, England. The county is apparently affluent and there is a low level of unemployment, but a large proportion of households have low incomes from low-paid work which may be irregular. The public transportation system is poor, and well-paid jobs tend to be in urban areas. Measures to promote increased awareness of welfare available will not solve the problem. The government is to invest some funds in rural transportation, but tends to focus its efforts on poverty in urban areas.
