Power struggle: Taipower's heavy hand stalls privatization plans

Economic reformers in Taiwan face difficulties in liberalizing the economy which has been closed for nearly five decades. In the power industry privatization, Formosa Plastics reached agreement to sell electricity to Taipower, the government monopoly and Ever Power and Hai Du groups aim to built privately owned plants. However financing for the 11 private groups with licences to build plants has not been completed, and Chiao Tung Bank, backing the Formosa plant, is calling on Taipower to improve purchasing terms.

Article Abstract:
Taiwan is allowing private companies to develop new power plants and related infrastructure, ending Taiwan Power's longstanding monopoly. The island's need for more power is growing desperate, thanks to demand that has grown 7.5% annually for 20 years and will double by 2001, and to the lack of new facilities since 1987. In June 1995 seven private companies won contracts, but none have built such large projects before, and all will face the high land prices and public opposition that have stymied Taipower.

Article Abstract:
State-owned Taiwan Power hopes to turn the loss of its monopoly in power generation and distribution to advantage by diversifying into other regions and businesses. With its experience in shipping, telecommunications, and finance, says chairman Chang Chung-chien, the company is prepared for many opportunities. TaiPower will also help its new competitors build their facilities, and may seek similar work overseas. However, its corporate culture may prove resistant to innovative or entrepreneurial thinking.
