Praise Clinton and pass more bills to stir Japan's economy

Japanese prime minister, Keizo Obuchi, has met US president, Bill Clinton, in a visit to the US which was overshadowed by other issues such as war in Yugoslavia. Clinton has praised Japanese efforts to boost economic growth, and seeks further measures if necessary. Obuchi has used tax cuts and rises in government spending in a bid to boost economic growth. Further spending is likely, though it will be constrained by Japan's national debt, which is already large and growing.

Never mind the quality
Article Abstract:
Japan's financial system traditionally has eliminated credit risk, but that assurance has disappeared as the economy has slowed and both banks and the government find themselves unable to bail out failing companies. As a result, investors have had to become more aware of possible risks.

Japan is one of the few nations that has a budget surplus, and the government is free to direct the money any way it chooses without the public pressure that would exist elsewhere. The government has invested heavily to prop up the ailing stock market and banking system.
