United kingdom prime minister, Tony Blair, favor strong action in the Balkans to defeat Yugoslav president, Slobodan Milosevic, and allow refugees from Kosovo, Yugoslavia, to return home. Blair has been successful in domestic politics, though UK politics may appear boring, with few major problems to tackle. He was outraged and upset when faced with problems suffered by Kososvar refugees. His moral outrage and good intentions are clear, and so is his lack of calculation.

Article Abstract:
There are divisions within the US over the bombing of Serbia, with Republican, Pat Buchanan, arguing against the bombing, and Arizona senator, John McCain, arguing for sending ground troops to Kosovo, Yugoslavia. President Bill Clinton appears to be less against sending ground troops than previously, but there are obstacles, such as the cost, and the likelihood of a debate in Congress. Clinton still has to persuade Americans that ground tropps are necessary.
