The proliferation of advanced dual-use technologies threatens global stability and US military supremacy, necessitating a dialogue on appropriate restrictions. Advanced information systems will shape the next stage of military conflict, making it potentially dangerous to supply China with advanced telecoms systems. However, restraint among all the states that might supply such equipment will be hard to achieve, given the competitiveness of that market and the strong arguments on the side of non-military use.
