RISE IN ALLOCATION FOR AGRICULTURE REVERSES DOWNWARD TREND
Article Abstract:
The agricultural sector's funding has been boosted by 58 percent rise in allocation in the Union Budget for 1998-99 from the 12 percent in 1997-98 budget. This allocation provides for watershed management, recapitalising regional rural banks, more equity for NABARD and increase in subsidy of phosphatic and potassic fertilisers. Apart from this, the budget has envisaged reduction in import duty on bio-pesticides, 100 percent tax-exemption on bio-fertiliser manufacturing units, reduction in duty on diesel sets up to 10 hp and removal of restrictions on agricultural exports. In 1997-98, the agricultural production growth has dipped to a record low of -3.7 and sectoral growth was at -2 percent. Of the total allocation of Rs2,854 crore for the agricultural sector, around Rs677 crore is for watershed development of rain-fed areas. The accelerated irrigation benefit programme has been given an extra 57 percent allocation and NABARD has been allocated Rs500 crore to strengthen its equity. (gsh)
