Race, law and poverty in the new South Africa
Article Abstract:
The black middle class has expanded in South Africa, with the number of managers increasing from 1994-1996, though there has been less change since 1996. This is partly due to a lack of skilled black applicants due to deficiencies in the education system, both prior to the end of apartheid when most blacks were denied a good education, and afterwards due to the problems of schools in South Africa. The government sees racism as a reason for lack of black advancement, but laws to promote positive discrimination may make matters worse since the black middle class benefits, not poorer blacks.

Living standards in South Africa: a great gap fixed
Article Abstract:
South Africa should change the tax system, move toward privatisation, and restructure the welfare system to repair the economic gap apartheid created between races. For example, education spending per person for blacks is less that one quarter of what it is for whites.
