Rebuilding the Balkans - theory and practice

Article Abstract:

Stronger economic links could help promote peace in the Balkans, though commerce has been distorted by conflict. Smuggling and fraud have become more common, as is the case of Montenegro, where cigarette smuggling is a key economic activity. Real wages have dropped in Montenegro, which has moved to the German mark in place of the Yugoslva dinar, and lost food subisidies. The European Union cannot aid Montenego unless it becomes independent, but western countries have asked Montenegro not to declare independence. There has been a call for donors to invest in road transportation in the Balkans, which could help boost regional trade.
