Recently British financial regulators have been inundated with criticism of their handling of recent business scandals such as the Robert Maxwell mess and the Bank of Credit and Commerce International S.A. affair. Consolidation of Britain's regulatory bodies may create more efficient investigations.

Both pro- and anti-regulation forces seek changes to the UK's 1986 Financial Services Act, which created a kind of hybrid self-regulation managed by the Securities and Investments Board (SIB). The SIB's self-regulatory organizations (SROs) are widely criticized.

Soft on soft

The Securities and Investments Board of Britain has decided not to stiffen its regulation of soft commissions to stockbrokers. Soft commissions can lead to unnecessary trading by fund managers or failure to get the best price.
