Research and the "power of ideas"
Article Abstract:
Economic Council of Canada Chair Judith Maxwell believes that basic research is the centerpiece of the Council's work. The Council is a generator of ideas and plays an important role in creating a body of knowledge that will allow Canadians to reach a consensus on economic policy. The Council has been instrumental in establishing an analytic framework in the areas of the impact of technological change on labor and the consequences of the Canada-US free-trade agreement. The Council has also played a key role in influencing public opinion on the subject of agriculture in the Prairie provinces. In the fall, the Council publishes its annual review, which in 1989 will focus on the issue of inter-generational equity. The Council has undertaken two new major projects in 1989, one on the socio-economic aspects of immigration, and the other on poverty and Canadian social policy.

Lessons in regional development
Article Abstract:
The Economic Council of Canada has studied regional development for a number of years, and has found that public expenditures for transfer payments should not be a substitute for economic development of disadvantaged regions. These regions tend not to use their resources in the most efficient way. Local grants have been the basis for some new plants, but many failures occur because of weak management or disharmony with local economic reality. A bottom-up perspective is the approach recommended to mobilize the social and economic potentials within the regions. Government policy should be less directive and take into account local talent and strengths.

Sharing the same economic destiny

Interprovincial trade remains an important aspect of Canadian economic policy. The Economic Council of Canada, through its 28th annual review entitled 'A Joint Venture,' emphasizes the importance of the domestic market as an experimental venue and a preparatory mechanism for international competition. The Council's report looks into the various constitutional options for Canada and the viability of maintaining economic union in a proposed state of provincial autonomy.
