The Taliban, made up of religious students, has become a rapidly-growing military force in Afghanistan. Apparently growing out of an incident of rape by a guerrilla commander, Taliban has gone on capture ten of the country's 30 provinces and is winning the support of people tired of war.

The situation in Afghanistan continues to degenerate as tribal, ethnic and religious factions wage war on each other. The government is trying to negotiate a peace plan with mujahideen leadership that would work for elections within six months, but much stands in the way.

Talks to end the factional fighting in Afghanistan resulted in the signing of a peace treaty between eight Afghan leaders. The fighting continued however, because two powerful rebel groups were not represented at the conference which was sponsored by Pakistan.
