Richard Riordan's conjuring trick

Los Angeles mayor, Richard Riordan, plans a new city charter, and reform of Los Angeles schools. He may not achieve these two objectives, but he is successful in other areas. The economy is booming and the Disney Concert Hall and other projects are being carried out. Riordan may lack charisma as a public speaker, but he has been successful in persuading rich friends to fund civic activities. There is an informal Los Angeles government comprised of ad hoc committees run by these rich friends.

The sum of its parts?
Article Abstract:
The late Dorothy Chandler was one of the few people who was able to unite the diverse communities of Los Angles, CA. The city is now divided along race, ethnic and class lines and has less civic pride than other cities. The downtown continues to be vacant at night and ethnic relations are poor.
