President Clinton is preparing to visit China and relations between the two countries are fragile since they no longer have common enemy in Russia. Plans for a strategic partnership between China and the U.S. have been hindered by human rights issues and China's treatment of Tibet. China is seen by some in the U.S. as a possible threat rather than an ally. Clinton believes that Western powers must accept China or else it may really become an enemy. Both China and the U.S. are struggling to establish a basis for good international relations.

Hongkong Telecom won historic approval July 5, 1996, for its purchase of 26% of Taiwan Telecommunication Network Services, which hopes to be Taiwan's first full-service telecoms provider. The deal is significant because it marks the first time both that an overseas company was allowed into Taiwan's telecoms sector, and that a mainland-funded company was permitted to invest in Taiwan. Beijing's International Trust & Investment Corp owns 8% of Hongkong Telecom, which faces the end of its monopolies in the colony.
