The West Lothian answer: devolution
Article Abstract:
The question of whether Scotland should be forced to give up seats and/or some voting rights in Parliament as a result of devolution is difficult to answer. Prior to the most recent movement to create an independent Scottish government, a representative posed the question of whether Scottish members of Parliament (MPs) should be able to vote on issues concerning England and Wales when English and Welsh MPs were not able to vote on Scottish issues. The best solution appears to be to reduce the number of Scottish MPs in Westminster to about 42, and elect Scottish Parliament members proportionally based on party popularity.

Article Abstract:
Jockeys, who are generally paid according to their on-track performance, were the subject of London School of Economics study. The findings indicate that performance and pay are closely linked, though reputation and getting the best horses to ride are also important.
