The UN faces its 50th anniversary in urgent need of a thorough reevaluation of its international economic and military role. Its 11 peacekeeping forces are justifiably criticized for their ineffectiveness, and its broad social-economic programs may not be necessary in the post-Cold War era.

The World Conference on Human Rights met for two weeks in Austria with little consensus among the 155 participating countries. Hopes that the United Nations would be given more power to intervene against countries that are seen to abuse human rights were thwarted.
