Yeltsin has survived government reorganization, the ruble collapse, and the unpopular Chechnya conflict, and may emerge politically stronger for all the trouble. He must cobble a new parliamentary party coaltion to replace the antiwar Russia's Choice and win the fight against inflation to survive anew.

Boris Yeltsin has called for a popular vote of confidence to try to restore some of the power he is rapidly losing. The US and the West should do what they can to bolster his economic reforms, but they should not intervene directly on Yeltsin's behalf.
