Russia, financial outcast
Article Abstract:
Russia is seeking financial aid from western countries, and the threat of Russian nuclear missiles is cited as a reason for providing aid. Any aid will be wasted, however, unless Russia carries out economic reforms. Russia has been hit by falling petroleum prices, a poor harvest, and inflation. The population is contracting. Prime minister Yevgeny Primakov has brought some political stability, though he has avoided economic reform. The presidential elections will be important. Western countries can provide some aid, such as help in decommissioning nuclear weapons, and humanitarian aid.

Article Abstract:
The US is perfectly justified in tying American economic aid to Russia's peaceful behavior toward its neighbors. Boris Yeltsin should be required to reign in renegade Russian troops in Moldova and Georgia.
