Saudi Arabia faces a serious problem of public debt, and the royal family presents obstacles to economic reforms needed to tackle the problem. Reform can be postponed over the short term, but is necessary over the longer term.

Saudi Arabia withdrew its stand against higher OPEC prices on petroleum in response to various European governments' moves to raise oil taxes. Prices of petroleum rose $1 a barrel to $22.
