The recent rash of scandals among financial institutions in the US and Europe has resulted in increased regulation. Too much regulation may stifle competition. The European Community is trying to create regulation that will protect consumers but not discourage competition.

Consumers will see little benefit from a single European market, since governments have hedged liberalization to preserve their tax schemes. Varying value-added tax rates will encourage consumers to shop in different countries.
