Fidel Castro had introduced measures to open up the nation's economic system in the tiniest way, but as soon as most small businesses made a bit of money, they were shut down for supposed violations. Only by breaking the suffocating regulations do these businesses have a chance of breaking even.

Article Abstract:
Some are criticizing Santer for his lack of influence with the EU in getting things such as loans for job creation projects. But Santer, who is not as assertive as his predecessor Jacques Delors, should be appreciated for his ability to compromise.

Ecuador's two largest cities, Quito and Guayaquil, have very diverse populations and personalities. Quito is the nation's capital and is very orderly and commerce oriented. Guayaquil is a coastal city, known for its nightlife and wild lifestyles.
