Spanish construction consortium ACS, which is the third largest in Spain, is reportedly about to close deals for further investment in Latin America. In Ecuador, ACS, along with Union Fenosa and Cobra, has been pre-qualified for a US$ 400mn (Pta 56,000mn) project to build a dam and central power station in the Paute river under a BOT plan, which includes a 25-year concession contract. Conelec (Consejo Nacional de Electrificacion de Ecuador), hopes to be ready to sign the deal in the first quarter of 1999, with construction of the plant getting underway in the late part of the year. In Colombia, ACS, three local companies and Sacyr construction company are the sole bidders for a Pta 17,000mn concession contract for the Ferrocarril del Pacifico (railway), which involves 499 kilometres of railway in the western part of Colombia.

An alliance aiming to seek out water-related business opportunities in Latin America has been set up in Spain by electricity company Iberdrola, the water authority of Bilbao (Consorcio de Aguas de Bilbao) and Spri (industrial reconversion entity). The first project for the new alliance will be to bid for water concession in Punta del Este (Maldonado), Uruguay. Some Pta 21,000mn in investments will be required in order to set up a new supply network in this market. Also vying for the business is Generale des Eaux and the Lyonnaise groups of France.
