Shaking up the bureaucracy
Article Abstract:
The govt's response to the Great Hanshin earthquake that devastated Kobe points the way to a revitalization of Japan's economy. The nation needs to free up its peoples' vigor through deregulation, trade liberalization, and tax cuts. Japan chairs the Asia-Pacific Economic Forum for the next year, as members work toward freer trade, and is in a unique position to lead by example. That would boost Japan's economy while helping the rest of Asia by purchasing their exports. Japan's govt, however, is disinclined to change.

It is clear that Japan could see the collapse of its financial institutions, economic activity and confidence in its economy. If no serious problems arise, then its economy will remain stagnant, but if there are problems, then there will be extremely serious consequences, both for Japan and for the Asian region as a whole. It is clear that Japan now needs to implement a strong market economy. It would benefit most from adopting the US model, but is unlikely to do so, as this goes against Japanese culture.

Article Abstract:
Jesuits were initially successful in making converts in Japan from 1549, but this changed with a rebellion by Christian peasants in 1637, and the repression that followed. Foreigners were expelled, and Japan was isolated between 1639 and 1868, which was a relatively stable period, though peasants suffered from high taxes. Japanese high culture was able to develop, as did the Japanese cultural identity. There was a stunting of political and technological development which still hampers Japan.
