Pres Clinton's lead in the early Sep 1996 polls is so large that the Democrats may be able to end the Republicans' electoral college 'lock,' which is defined as a base of 24 states. Clinton leads in many of these Republican stronghold states, including Florida, Arizona, and New Hampshire.
