The two main parties competing in India's elections are Congress and the Bharatiya Janata Party (BJP). The elections follow a parliament lasting 13 months with the BJP heading an alliance of 18 parties. The coalition collapsed following the withdrawal of support by one party, and lack of agreement among the opposition to set up a government. Both Congress and the BJP are representing themselves as offering stability. The timing of the election will affect the issues involved in the campaign, and the election could be held as late as fall 1999 or as early as May 1999.

Gowda leads a shaky coalition of 13 regional and leftist parties, with the non-governing support of the fallen Congress party. Atal Behai Vajpayee lasted only 13 days as prime minister after the May general election. Gowda will have trouble achieving any policy consensus among his diverse coalition partners.
