Russia is looking for more economic assistance and business investments from the US. US investors are reluctant to invest when the market is still so unstable. The US did offer most favored nation trading status, but also slapped a 100% tariff on uranium imports, one of Russia's main exports.

Russia is offering risk insurance to foreign companies willing to invest there. The State Investment Corporation will offer coverage for losses due to political upheaval. While this move should encourage foreign investment, heavy import and value-added taxes still discourage trade.
