Article Abstract:
There has been a clear improvement in the level and quality of merger and acquisition deal activity in the UK since the beginning of 1999. However, there are still a number of uncertainties about future activity. Large listed companies are seeking falling earnings and market ratings at their highest since the 1960s, and must decide whether to use the highly rated paper and low-cost debt climate to make earnings-boosting purchases of small caps and private firms or seek a merger partner and establish synergies to boost combined earnings. There is strong competition from the acquisition finance units of banks and from private equity players.

ISPs: surfing the M&A wave
Article Abstract:
The acquisition activity which began in the internet service provider (ISP) sector in early 1998 looks will continue. Telecommunications operators and larger ISPs are keen to buy smaller ISPs to realise the potential of their customer bases and their technologies. The consolidation process will be rapid and sensational with, for example, the 3,500 US ISPs being reduced to fewer than 500 by the end of 1999. ISPs have grown extensively in number since the late 1980s and increasingly moved into niche markets developing technologies including Voice-over-IP, which has great commercial potential.

Slowdown in Ukraine
Article Abstract:
Conflicting events are occurring on the Ukrainian privatization front. The country still has many state-owned companies, representing all industries, and there is antiprivatization sentiment in parliament. On the other hand, there is intense pressure, due to bugetary concerns, to raise revenues through company sales. Parliament cancelled the sale of the government's telecommunications monopoly, Ukrtelekom, but the government still plans to pursue the sale.
